20 Years Later: The Same Issues in Emissions Verification

In 2001 the Pew Center on Global Climate Change released a report: An Overview of Emissions Verification Issues. The first sentence of the report reads “The need for information on how to count, track, and verify greenhouse gas emissions has never been greater.”

Twenty years later, the need is still great and the challenges remain the same. Verification of emissions data is needed for corporate reporting, regulatory compliance, product certification, financial transactions, reduction strategies and emissions trading. All of these use cases were listed in the report’s table of contents.

A key issue in emissions reporting is materiality, the significance of the difference between reported emissions data and actual results obtained by an auditor. When reduction strategies are in the range of 10% per year, a 10% material difference in reporting negates a huge amount of effort.

The report states that the cost of emissions verification will range from $8000 to $800,000 (2021 dollars), depending on data prep, number of sites and so on.

It is striking to read this report, and hear its clear voice. The state of affairs has not changed, the advice remains sound.
